I believe a big part of this dissonance stems from the side cast, because in every single interview, the writers mention how they wanted to write a story with multiple protagonists and that they feel that they managed to achieve this very well. They actually believed that all of P13 had similarly important roles.
Rather, it might be more appropriate to say that I think the writers didn't anticipate that a large part of the audience would perceive the series as a love story first and foremost One word that gets mentioned several times is 群像劇, which roughly translates as "multiprotagonist drama", it seems like this is the genre they were going for.

The writing process was appearantly a pretty cooperative affair, with 6-7 writers sitting down together and sharing ideas and Nishigori having the last word.

Да у него все гармоничное, походу.) Просто диву даюсь с того каким дилетантам, в худшем смысле этого слова, доверяют масштабные проекты и выделяют большие деньги на них. А ведь хайпанули знатно. Нишигори с его природными талантами нужно в торговлю идти, порошком стиральный будет рекламировать, с таким пафосом и подачей у него даже гашеную соду покупать будут. )

I needed a break from the Nishigori interview, so I started with the translation of a few excerpts from the two interviews Hayashi gave in Newtype's June issue and CONTINUE vol. 54 (this one's fairly recent, it was conducted one or two weeks prior to the airing of the final episode). Most of you seem to be particularly interested in details about the writing process, so here are two answers about the extent of Hayashi's involvement with DarliFra.
Q: Hayashi-san, for this work, you were in charge of the script together with Nishigori-san, but what specifically did you contribute? A: I performed supporting tasks such as turning the plot Nishigori-san had created into the original script and doing the series composition.
Q: So this means that at the time when you joined, Nishigori-san’s plot, the setting and the rough course of events were already in place? A: That’s right. The setting was fixed, and there also existed rough sketches for the characters, klaxxosaurs and so on. The outline of the story was already visible to a certain extent.
They ARE this retarded. Remember how I wrote before that Hayashi said his work on the final episode was finished about four or five months prior to its airing? As I was just speedreading through the interview at that time I simply assumed he meant that the script was done at this point and didn’t pay to much attention to what he said after that. First, the good news: No, there were no last-minute script changes. Now for the bad news: There was, in fact, NO FINAL SCRIPT AT ALL. At some point, Nishigori basically went “fuck this” and just started drawing the storyboards. It's not like the final episode was entirely unplanned, but basically Nishigori gave Hayashi an outline of the plot, Hayashi started writing a rough script based on that and at some point Nishigori just went straight for the storyboard without the script ever being finished.

Q: How did you decide who was responsible for the script of which episode? Hayashi: The director had already planned out episodes 1-6 in considerable detail and handled the script for episode 1 himself, I was put in charge of episode 2. Yamazaki: From around episodes 8-11 onward
, the rough structure of the episodes had been decided upon, but it was still undecided which characters we wanted to focus on and what they would do, so we collected everyone’s ideas and distributed the episodes among ourselves. It was close to a voting system.
This sounds a bit strange, 第8~11話辺り以降 basically means „around episodes 8-11 and then everything after that“, which especially clashes with Nishigori’s claim that episode 13 was pretty much planned from the start, so I think that episode at least should be exempt from this statement.
Or wait, I think I should at least include this part where Hayashi reveals his patrician taste. Hayashi: [about klaxxohime] I made an appeal to the director to give her the appearance of a very young child (laughs).
